Estonian National Defense Strategy relies on two pillars – NATO´s collective defense and an initial national defense capability. This study describes the available NATO and Estonian national deterrent capabilities, their limitations and shortfalls. Ultimately, it tries to answer whether Estonia itself can develop the capabilities that improve Estonia´s deterrent. Firstly, this study will define the meaning of the deterrence and will explore Russian Federation threat perception through the lens of its relevant policies and doctrines. The following chapters will describe available NATO and Estonian national deterrent capabilities, their limitations and shortfalls. The last part of the study will identify potential options for increase of Estonian deterrence and would briefly explore the financial viability of these solutions. This study is limited to the military aspects of the deterrence and therefore it does not address other aspects of the deterrence.

Uurimustöö eesmärk: Pole anda põhjalikku ja ammendavat ülevaadet Eesti sõjalise valmisoleku tõtsmiseks 1939 a. septembri lõpus ettevõetud sammudest, vaid luua alus Eesti riikliku ja sõjalise juhtkonna tegevuse paremaks mõistmiseks.
